Our Tūwharetoa rohe has lots of Māori-owned land, and we know this land can help solve the housing crisis.

The Kāinga Rua Programme helps whenua Māori owners, trusts, and incorporations turn their dreams into reality. We provide:

  • Step-by-step guidance through the building process
  • Connections to trusted professionals
  • Help with planning and permissions
  • Support for whānau decision-making
  • Training for land leadership

Our goal: Help you build sustainable communities that honor your connection to the whenua and provide housing for generations to come.

What is Papakāinga?

Papakāinga means building homes on Māori land where your whānau belongs. It’s not just about houses – it’s about:

  • Bringing whānau back together
  • Keeping our culture strong
  • Creating communities that last for generations
  • Having a safe, affordable place to live

In Tūwharetoa, papakāinga means having at least 3 houses together.

Why it matters: Building on your whenua gives your whānau secure housing and can create income for years to come.

How We Help You Build

We guide you through every step using a proven 6-step process:

Step 1: Whānau Planning (12 months)

  • Get your whānau together to share ideas
  • Decide what everyone wants and needs
  • Create a plan everyone agrees on

Step 2: Research & Workshops (6 months)

  • Learn about building requirements
  • Understand your land and what’s possible
  • Connect with other whānau doing the same thing

Step 3: Check if it's Possible (6 months)

  • Make sure your land is suitable for building
  • Check what permissions you need
  • Calculate costs and timeline

Step 4: Final Checks (6 months)

  • Get all the technical reports
  • Apply for all necessary permissions
  • Secure your funding

Step 5: Building Time (18 months)

  • Manage the construction process
  • Make sure everything is built properly
  • Handle any problems that come up

Step 6: Living There (Ongoing)

  • Help with ongoing maintenance
  • Support the community as it grows
  • Provide advice when needed

Getting Ready to Build

To build papakāinga, you’ll need help from experts:

Engineer - Checks if your land is safe to build on

Planner - Helps get council permissions

Manager - Keeps everything on track

Architect - Draws up your house plans Project

We can help you to engage and have available a list of providers who can help in these spaces.

Dealing with Councils

In Taupō and Tūrangi, you’ll work with two councils. They need to check:

  • If your land is safe (no flooding, stable ground)
  • Road access to your property
  • Protecting important cultural sites
  • Where to connect power, water, and sewage

You’ll need these permissions:

  • Building Consent – For any house bigger than 30 square meters
  • Resource Consent – Sometimes needed from Waikato Regional Council
  • Development Contributions – Money for roads and community facilities

We can help you to engage and have available a list of providers who can help in these spaces.

Learn to Lead Your Land

Strong leadership makes papakāinga projects successful. Our Te Pou Whirinaki course teaches you how to:

  • Make good decisions for your whānau
  • Manage land trusts effectively
  • Work together to develop your whenua

Who should attend: New trustees, whānau leaders, anyone wanting to develop their land

Paying for Your Project

We don’t directly fund house building, but we help you find money elsewhere.

What we do:

  • Help you write funding applications
  • Connect you with organizations that give grants
  • Share our network of contacts
  • Host seminars to introduce you to funders

Hei iwi kāinga

He Iwi Kainga is the Tūwharetoa Settlement Trust's housing strategy, set up in 2019 to help with the housing needs of Ngāti Tūwharetoa whanau.
